Central Ohio Crime Stoppers, along with the Fraternal Order of Police Capital City Lodge #9 and United Dairy Farmers, is pleased to recognize Westerville Police Officer Carrie O’Neil as the recipient of the Bryan Hurst/Tony Luzio Officer of the Month Award for December. Please read details below:
On Tuesday, October 11, 2016, at approximately 7:40am, Police Dispatch advised all cars that there had been a vehicle accident and that the victims were in the water at the pond located beside the Bob Evans restaurant at 841 N. State St. Several officers responded, with Westerville Police Officer Carrie O’Neil arriving first on the scene followed by Officer Allen shortly thereafter.
Upon arrival, they observed an elderly female and male victim were in the water holding onto their sinking car. The male was calm but the female was panicking and calling to officers for help. She yelled, “I can’t swim…and…I’m going under!” The male was positioned on the vehicle and Ofc. Allen gave him instructions from the shoreline on what actions to take. Ofc. O’Neil ran to the water’s edge and began to walk out to the victims. When the water became too deep, she swam the rest of the way. Once she made contact, Ofc. O’Neil immediately calmed the situation and gave instructions to hold in place until the Fire Department personnel arrived with the proper rescue equipment. She made sure that the female victim had a firm grasp on the vehicle which was partially floating due to trapped air pockets. The water depth in this portion of the pond was approximately 8 feet deep.
Fire personnel were able to utilize floating suits and harnesses via rope line to retrieve all persons from the pond. Once the victims were at the shoreline, the vehicle sank to the bottom of the pond when all air pockets trapped in the vehicle dissipated. The male and female were transported to the hospital as a precautionary measure. They were unharmed as a result of the accident.
The award presentation will take place on Wednesday, December 7th, around 9:45am, at the Fire Fighters Union Hall, 2nd floor, located at 379 W. Broad Street.
